The Israel Ministry of Defence (IMOD) and the U.S. Administration have launched formal talks on a new security cooperation framework to replace the existing memorandum of understanding (MoU), which is set to expire in 2028.

The Israeli delegation, appointed by the Prime Minister and Minister of Defence, is led by IMOD Director General Maj. Gen. (Res.) Amir Baram, in coordination with Ambassador to the United States Yechiel Leiter. The U.S. team is led by Counselor of the Department of State Daniel Holler and U.S. Ambassador to Israel Mike Huckabee.

The two sides held their inaugural formal meeting this week, with further sessions planned in both countries in the coming weeks.

The new framework aims to strengthen the Israel Defence Forces’ qualitative military edge through expanded joint investment in research, development and co-production. It also seeks to deepen bilateral defence cooperation and gradually transition from aid-based support to a more reciprocal partnership model.
